U.S. 30-Year Mortgage Rate Rises to 7.40%
Freddie Mac’s October 8 survey put the average 30-year fixed mortgage rate at 7.40%, up from 7.28% a week earlier; the 15-year rate rose to 6.73%. This points to higher financing costs for home purchases. The survey covers conventional, conforming purchase loans for borrowers with excellent credit and 20% down payments, rather than every borrower or commercial-property financing.

BOJ Upgrades Two Regions, but Housing Investment Remains Uneven
The October regional report upgraded Tohoku and Shikoku while leaving seven other assessments unchanged. All nine regions showed recovery or improvement, but housing investment remained weak or relatively weak in six, including Kanto-Koshinetsu and Tokai; Kinki was broadly flat. The branch-based qualitative assessment supports regional comparison, rather than a conclusion that Japan’s property prices or housing demand are rising uniformly.
